Add to the stew 15 minutes befor the end of the cooking time. Cover and cook until the dumplings are risen.
Sift the flour into a bowl and stir in the suet. Coat the beef in seasoned flour and fry in batches until browned. Place in a large saucepan with the onions, garlic, bitter, stick, bouquet garni and baby onions. Bring to the boil, then simmer for. Put the flour, mustard powder, some pepper and a pinch of salt in a bowl, then stir in the spring onions and parsley.
