Put the beef back in the saucepan and stir in the carrots. Just before the end of the cooking time, make the dumplings. Sift the flour into a bowl and stir in the suet. Coat the beef in seasoned flour and fry in batches until browned. Place in a large saucepan with the onions, garlic, bitter, stick, bouquet garni and baby onions.
